Under the current statute and regulations of the Municipal Council Hall, we, the undersigned Municipal Councillors Oronzo CAVALERA, Renato and Luigi Corvaglia Gianfredo (PD), Gianfranco Coppola (IDV), Nico Giannuzzi (UDC), Angelo Minenna (PdCI - FDS) intend to request an urgent meeting of the City Council to discuss and deliberate on the agenda of which the object of the present. Please refer to the explanatory memorandum on the same subsequent integration.

THE CITY COUNCIL
WHEREAS:
- At the end of regular tender, with Determination No 10 of 21 December 2005, the Head of Technical Services Geom. Giuseppe Lia, the ATO / 3 entrust to the group CO.GE.I. the procurement of Hygiene Services for the City of Urbana Ugento (Le), for a period of five years;
- Article. 3 - subparagraph 1 of the COS of the City of POG-SIU Ugento (Le), provided that the contract had a duration of 5 years from the first day of the month following the signing of the contract,
- On 23 February 2006 was signed and entered into the contract for the award of urban hygiene services for the City of Ugento (Le), (reg. Casarano on March 10, 2006 at No. 608, series 1), by which the Consortium CO.GE.I. ensure and guarantee all minimum quality standards laid down in the execution of all services;
In light of the foregoing, it is clear that the urban hygiene services in the City Ugento began March 1, 2006 and will end as of right without any further obligations of the parties, dated March 1, 2011 and excludes the automatic renewal thereof, as provided by art. 3 - subparagraph 2 of the COS of the City of POG-SIU Ugento (Le);
The new Hygiene Service of the City of Urbana Ugento (Le), was intended as a primary objective to develop a separate collection systems needed to achieve the minimum targets required by law and by the Project Offer (minimum 35% recycling), depending on the application of the reduction of TARSU / TIA for the nationals which ensured the provision of waste and indirectly to reduce the landfill and to increase the recovery of the dry fraction of MSW-assimilation conferred by the industry consortia of CONAI;
In Tender 'contract of Hygiene of the City of Urbana Ugento (Le) 2006/2011, the fundamental instrument represented the "Sector Plan" for programming and planning of all services provided under contract, was the POG-SIU, ie the "Plan General Organization of Urban Sanitation Services", which would enable City Administration to plan and set precisely to your needs with regard to environmental health services, this also in the knowledge that the management of these services may absorb up to 20% of the municipal budget and can not be operated without setting QUALITY STANDARDS THAT BOUND THE SUBJECT MANAGER .
It was therefore a plan was intended to ensure that Sector :
- Involving the citizen;
- Ensure environmental hygiene service quality and cost of appropriate ;
- Unleashing the technical departments of the municipal demanding task of "following" services while ensuring maintaining high standards of service ;
- Identify all technical requirements / economic Municipal Administration in the races;
- Avoid the City and the Authority of facing the uncertainty of minimum quality standards to ensure the territory;

WHEREAS:
the company " Cogea Consortium ", won the tender for the award of urban hygiene services for the City of Ugento, the annual amount of € 1,274,473.00, for a total of € 6,372,365.00, excluding taxes and price revision is in breach of the above services to many and included in the contract with the same signed on 23/02/2006, first of all the failure to achieve the minimum targets of separate collection, set at 30% for 2006 and for 36, 47% for 2010, which would allowed a lower outlay on TARSU for families, workers and the productive categories of Ugento, Gemini, and Torre San Giovanni marine.

COMMITS
Mayor Hon Eugene and Ozza the City Council to consider whether the Consortium Cogea earned money by the municipality, and therefore all citizens, for services never performed.
